What are T+D projects?

Testing and development projects (T+D projects) are practical projects funded by the Federal Agency for Nature Conservation (BfN). They develop and test innovative approaches to nature conservation. The FLAUSBAU project is part of this programme and tests practical solutions for bat conservation in energy-efficient building refurbishments.

Background to the project

As synanthropic animals, many bats are heavily dependent on habitats created by humans. Many species seek resting places on buildings in residential areas. Old buildings in particular offer suitable roosting opportunities for bat species that inhabit buildings. There, roosting sites are often found in crevices in the masonry, behind wall cladding, in the loft or in the roof space. Without adequate surveys under species protection legislation, these roosting sites are often difficult to locate – particularly as they are used mainly by smaller species.

More than 70% of buildings in Germany are older structures built before 1980. Due to the nature of the older building fabric, these structures often provide roosts for bats. However, this abundant supply of roosting sites is rapidly declining. Against the backdrop of the goal of achieving climate neutrality in the construction sector in the near future, older buildings in particular are being refurbished to improve their energy efficiency – as a third of these have already undergone.

These refurbishment works do not need to be reported. This means that such works – particularly in smaller buildings – are not subject to official scrutiny, which might otherwise require species protection assessments if bats were suspected to be present. As it is difficult to confirm the presence of roosts, they are often overlooked during refurbishment works. Furthermore, private building owners are often unaware of the strict protection afforded to bats and frequently fail to report the discovery of a roost.

With the increasing number of energy-efficient refurbishments, the habitat of bats living in buildings is dwindling. This is because modern new buildings rarely offer suitable hiding places, and refurbished old buildings often lose existing bat roosts. There is a risk that populations of bat species inhabiting buildings will be massively reduced in the future as a result of energy-efficient refurbishments, leading to local disappearances if appropriate measures are not taken to preserve and increase roosting potential.

Project roadmap

The project launched in September 2025 and is planned for a duration of six years. It is divided into a three-year development and testing phase lasting until 2028 (Phase 1 and Phase 2). During this period, the roosting solutions will be developed, technically optimized, and piloted in initial applications.

This will be followed by several years of scientific monitoring (Phase 3). In this phase, the developed systems will be examined and evaluated under real-world conditions as part of a nationwide monitoring effort across Germany. The objective of this phase is to determine whether bats utilize these artificial roosting solutions.

2025-2027 actual

Phase one

In this phase, the first bat boxes will be designed and developed in collaboration with experts, taking into account ecological and structural considerations. At the same time, suitable sensor technology will be developed. After the boxes have been built, they are tested at selected locations with bat populations in an initial monitoring phase at five locations in Germany and evaluated in terms of their potential as alternative roosts. At the same time, the suitability of the developed sensor technology is tested. In the course of this, the most promising models are also certified in terms of their suitability for use in ETICS according to structural engineering aspects.

2027-2028

Phase two

In the second phase, the preferred and DIN-certified boxes will be installed on a larger scale at a large number of locations throughout Germany. The installation of the boxes will be integrated into real renovation projects, possibly involving bats, in order to obtain data that is as realistic and meaningful as possible. The boxes designed in this process will be intensively examined in terms of their effectiveness in terms of species protection. This will be made possible by the serial installation of detection sensors, which will allow autonomous, location-independent and cost-effective monitoring.

2028-2031

Phase three

In the third phase, further scientific monitoring is conducted by the Leibniz-IZW to control and evaluate the occupancy of the installed boxes from phase two by bats. The aim is to make evidence-based statements about the use of the boxes and to publish a guideline with recommendations for their application.

In addition to presenting the results at public events during the project period, a guide containing the most important findings and construction plans for bat boxes will be published at the end of the project and made available to anyone interested.

Aim of the project

There are already a wide variety of bat boxes available on the market. However, it remains largely unknown whether the replacement roosts currently in use are actually utilized by bats, and whether they can be build safely and seamlessly into modern façade constructions.

The aim of this project is therefore to develop functionally reliable and modular roosting boxes that are effective in terms of species protection, are structurally certified in accordance with DIN standards and can be implemented cost-effectively in building façades.

And that’s not all: we are developing intelligent sensing technology to automatically and continuously monitor how bats utilize these roosts. This results in a roosting unit that can serve as a blueprint for future species conservation measures within the construction industry.

We view façades as living habitats. Our goal is to foster this perspective and establish solutions that enable energy-efficient building refurbishment while simultaneously ensuring the protection of bats. In doing so, we bridge climate protection and biodiversity, demonstrating how the built environment can contribute to the preservation of endangered species such as bats.

Most bat species native to Germany use buildings as summer and/or hibernation roosts. Some prefer open spaces, such as roof trusses, and others prefer narrow crevices. Description of the project

Taking into account species protection and building regulations, innovative bat boxes integrated into external thermal insulation composite systems (ETICS) are being developed in close cooperation with representatives from public authorities, the construction industry, science and specialist consulting firms, and tested throughout Germany in a multi-year monitoring programme.

We provide regular updates on the current status of the project and new developments here on the website under ‘News’. This ensures that all interested parties remain up to date throughout the project’s duration. Key materials, background information and results are collated in the resource centre and made permanently available.

At the end of the project, a practical guide will also be published. It summarises the key findings and includes the construction plans for the bat roosts that have been developed – providing a concrete basis for planning, implementation and further development in practice.

House renovation & bat protection

Yes, all bats in Germany are strictly protected under Section 7 of the Federal Nature Conservation Act, as they are listed in Annex IV of the Fauna-Flora-Habitat Directive. According to Section 44 of the Federal Nature Conservation Act (1), wild specimens of strictly and specially protected species may not be captured, injured, or killed. The breeding and resting places of these species may not be removed from nature, damaged, or destroyed. Section 44 BNatschG (1) 2. also states that bats, as they belong to strictly protected species, may not be significantly disturbed during their breeding, rearing, hibernation, and migration periods.

Yes, due to the strict protection of all bats under the Federal Nature Conservation Act and the associated prohibitions on killing and disturbing them, it must always be ensured during refurbishments that these prohibitions are not violated.

Positive bat populations can generally be determined by monitoring flights or swarms. However, it is advisable to always consult an expert. At the latest, a species protection assessment is essential to ensure that neither killing nor disturbance prohibitions are violated.

Refurbishment projects are often expensive, which is why any additional costs can be a burden, especially for private individuals. However, species protection assessments and measures only account for a fraction of the total costs. For costs that are solely attributable to species protection obligations, subsidies are also available from KfW or state authorities, such as lower and higher nature conservation authorities.
